Balconies for all levels @Rivervale Shores flats facing the river

why don't built balcony for all levels for the flats facing the river. I believe most of the people who booked the flat, wanted a, balcony. Anyone kniw which department to go to? to send our request or feedbacks for something like this

Hi Fyn, I hope you did a survey of all households and receive a 100% response before making such a comment regarding balcony. Hope you are aware that many old designs of HDB in the 70's and 80's include balconies at all levels. Subsequently newer designs have excluded them, based on feedback. Personally, I find balconies in HDB flats a waste of space, poor design, and an eyesore. E.g. there are balconies that look into multi-storey carparks? etc. Of cos Rivervale is different. Even then, it does not mean everyone wants a balcony. So pls refrain from sweeping statements & generalisations like these.
